Add libabsl-dev to the package.xml dependencies. (#1875) 
This will allow the ROS buildfarm to properly install dependencies
when attempting to build this package.

Purpose
=======

`Cartographer`_ is a system that provides real-time simultaneous localization
and mapping (`SLAM`_) in 2D and 3D across multiple platforms and sensor
configurations.
