Public API:
  - adds `cartographer_ros::metrics::FamilyFactory`
  - compatible with `::cartographer::metrics::RegisterAllMetrics`

Public RPC interface:
  - adds the ROS service `/read_metrics`
  - response contains the latest values of all available metric families
